Date May 18, 2015 Time Department Portland Police Bureau Officers Colby C.. Marrs, Jose J.. Jimenez Description While maintaining a perimeter, Ofc. Colby Marrs used force to detain Anthony Allen as he was lawfully riding his bicycle in the area. Allen was cleared of any wrongdoing and sued the city of Portland in response to the incident. City of Portland risk management generated a confidential memo in regard to the lawsuit which recommended reaching a settlement over fears the city could be found negligent in training officers. Ofc.
