Colby Marrs used force to detain Anthony Allen as he was lawfully riding his bicycle in the area. Allen was cleared of any wrongdoing and sued the city of Portland in response to the incident. City of Portland risk management generated a confidential memo in regard to the lawsuit which recommended reaching a settlement over fears the city could be found negligent in training officers. Ofc. Marrs attempted to stop an adult female walking along the side of a roadway on suspicion of vandalism. Ofc. Marrs Description Portland police officers approached a stopped vehicle (on foot) they suspected of being stolen. The vehicle was reported to have started moving in the direction of the officers, at which time an officer-involved shooting took place. Ofc.
